• Enable citizens to become informed democratic decision-makers
• Provide for universal digital access to all government services and information
• Increase transparency in evaluating government officials and processes
• Support digital democracy in developing countries
• Increase public confidence in election results through top-to-bottom election design and evaluation
• Increase the ability of citizens to have a personal voice in government
• Foster democratic communities among regional and local electorates, and communities that span national boundaries
